Update on Expert Group Meeting on Millennium Development Goals
The Secretariat for the Convention on the Rights of Persons with Disabilities of the United Nations Department of Economic and Social Affairs (UNDESA) in collaboration with the World Health Organization (WHO) organized the "Expert Group Meeting on Mainstreaming Disability in Millennium Development Goals (MDG) Policies, Processes and Mechanisms: Development for All" in Geneva, Switzerland, 14-16 April 2009.
Eleven experts with experience in MDG policies, programmes, monitoring and evaluation and disability, in their individual capacity, were invited by the Division for Social Policy and Development in close collaboration with the World Health Organization. Selected United Nations agencies and organizations, and intergovernmental and non-governmental organizations participated as observers. The meeting reviewed existing policy frameworks, resources and tools, and mechanisms for mainstreaming disability in MDG processes.
Key findings include:

·         The Millennium Development Goals cannot be achieved without the full and effective inclusion of persons with disabilities and their participation in all stages of the MDGs processes.

·         The existing MDGs framework, tools and mechanisms provide several opportunities to mainstream disability in the MDGs.

·         The existing data gap on the situation of persons with disabilities in the context of the MDGs continues to be a major challenge and limitation. Some data are available, and this could be used to effectively support the inclusion of persons with disabilities in the MDGs processes.

·         Action to ensure the inclusion of persons with disabilities can be taken at different levels—global, regional, national—with a view of short-term, medium-term and long term results—three to six months with a view to impact on the 2010 review session of the MDGs; through 2015; and beyond 2015.

·         For immediate high impact results, priority is to be given to targeting actions at the global level, in the context of monitoring.

·         At the global level, two main areas of strategic action for short-term results include the report of the Secretary-General on the work of the organization to be presented to the sixty-fourth session of the General Assembly (2009) and the Millennium Development Goals report 2009.

·         Strategic action with a view of medium-term results would be including disability in the MDGs reporting guidelines, and the need of disaggregated data on disability in the Handbook on MDGs indicators. Working within regional process would also be effective to mainstream disability in the MDGs.

·         Actions with a view of long-term impact would include mainstreaming disability in the preparatory processes looking at the next steps after 2015.

Congratulations to Mental Disability Rights International (MDRI)
MDRI's groundbreaking work in Paraguay is featured in the newly-released United Nations' Department of Public Information television special "21st Century: UN in Action." The special highlights the benefits of living in a family environment for persons with disabilities by following the parallel stories of Julio and Jorge, two teenage boys diagnosed with autism that MDRI found naked, locked in tiny, dark, filthy isolation cells in Paraguay's psychiatric hospital in 2003. The boys were locked away in the institution because there were no community-based treatment alternatives. In 2003, MDRI documented their plight and took its findings to the Inter-American Commission on Human Rights (IACHR) of the Organization of American States. As a result, the IACHR requested that Paraguay take immediate measures to address the life-threatening abuses in the institution. To view, please go to http://www.mdri.org/video-paraguay.html
Call for Grant Applications
This is a Request for Applications (RFA) from World Learning for projects to support activities and services for people with disabilities in post conflict and conflict-affected countries. It is anticipated that six to eight sub-grants will be awarded for up to $2,000,000 for a three year project. Applications should address one of the following three areas of intervention which aim to introduce and/or strengthen: 1) Assistive Technologies; 2 Economic Self-sufficiency; 3) Small Grants Initiatives, as described in Section A – Program Description. The Office of the UN High Commissioner for Human Rights is currently undertaking a review of the 60th anniversary public information campaign of the Universal Declaration of Human Rights that ran from December 2007 to December 2008. Since we believe your office may have actively participated in the campaign, we would like to ask you to complete a short questionnaire. This exercise will help us to understand better the impact of this type of campaign, and tailor the information products and activities according to our partners' and rights holders' needs. 18 Nations Elected to UN Human Rights Council

12 May 2009 – The General Assembly today elected 18 countries to serve on the Geneva-based United Nations Human Rights Council for three-year terms starting next month, including – for the first time – Belgium , Hungary , Kyrgyzstan , Norway and the United States .

The 47-member Council replaced the Human Rights Commission – which faced increasing criticism over the years as being ineffective and not accountable – in 2006.

The Assembly also re-elected Bangladesh , Cameroon , China , Cuba , Djibouti , Jordan , Mauritius , Mexico , Nigeria , Russia , Saudi Arabia , Senegal and Uruguay . All 18 members elected today will begin their terms on 19 June.

In March, Secretary-General Ban Ki-moon had welcomed the announcement by the US that it would seek a seat on the Council, saying it embodies the country's commitment to a "new era of engagement."

NCD Announces Funding (Research) Opportunity

On May 13, NCD announced a Notice of Funding Opportunity (NCD-09-02) for a cooperative agreement to study "The Accessibility of U..S.-funded Overseas Facilities and Programs."

 

NCD is interested in examining and understanding the responsibilities of U.S.-funded overseas facilities and programs, both public and private. NCD is seeking applicants to research and develop an NCD report with the following three components: 1) An analysis/examination of international law, to determine how U.S.-funded international development organizations will be required to comply with Article 32 of the Convention in those countries which have ratified the Convention on the Rights of Persons with Disabilities; and 2) an empirical follow-up to NCD's 2003 report on how USAID is implementing its own disability policy overseas and its impact thus far, along with its compliance with Sections 501, 503, and 504 of the Rehabilitation Act in its overseas operations. The report should review whether these protections against discrimination are being implemented by government employees and contractors working abroad, and will examine whether U.S.-funded programs are being operated in a manner that is accessible to and inclusive of people with disabilities; and 3) evaluate progress on NCD's recommendations regarding the accessibility of U.S. embassies and missions, as well as Department of Defense (DoD)-funded programs and facilities.

The deadline for received full proposals is 5:00 p.m. EDT on July 1, 2009.
